Artist Savannah Jacob, the Bates-Hendricks Neighborhood Association, and Artist Paul Williams are proud recipients of the Public Art for Neighborhoods grant through the Indy Arts Council. The grant funding has provided the design and fabrication of the Neighbors Gallery, it has also allowed us to fund the first 10 artists who display their work.
The mission of Neighbors Gallery is accessibility. To make viewing artwork accessible to neighbors, and to make displaying work more accessible to local artists. Through this accessibility the Neighbors Gallery hopes to simultaneously cultivate community and to contribute to the development of the Bates Hendricks art scene.

Shelby Pennington
“My name is Shelby Pennington and I am a multidisciplinary artist with a BFA in Illustration from the Herron School of Art & Design. I primarily use recycled or otherwise second-hand materials in my work, and love learning new technology like laser engravers, CNC machines, and other gadgets to make my art! I love making art that encourages closer looking and makes people smile, and I hope my pieces accomplish that when you see them in the neighborhood!”

Amanda DeVary
“Amanda DeVary moved to Indianapolis to attend Herron School of Art & Design and graduated in 2013 with a degree in Sculpture and Art History. She got distracted with sandwiches for a few years but she is back to making art again with a focus on watercolor and illustrations. She enjoys drawing “anything but people” especially architecture, nature, dogs, and food. When she’s not being creative, she enjoys spending time with her beagles, Frank and Bianca, and planting wildflowers.”

"Hello! My name is Chad and I actually live right here in Bates-Hendricks. I work as a videographer and Editor at a local creative agency. While work is mostly video related, photography has become a great hobby for me. Most of my photos are just finding interesting moments and memories in my everyday life."

Heather Harper
“Heather Harper came to Indianapolis for a solo artist residency at the Harrison Center during the Winter of 2019. Through Harrison Center connections, she also participated in a residency with the Art for Change Foundation in Delhi, India just before Covid-19 shut the world down in March of 2020. Heather decided to move to Indianapolis permanently in April of 2020, and has been delighted with the art world in Indianapolis ever since. Having just recently moved to Bates-Hendricks in March of 2025, she is so excited to be a part of the neighborhood and community and is so thankful for this opportunity with the Neighbors Gallery! Heather’s photography is focused on light and color as she seeks to make connections through experiences and memories in a way that can create meaning for others.”
